The Poland Township Board of Trustees held their regular meeting on November 14, 2012 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Chairman Naples called the meeting to order at 5:01 p.m. Mike Heher led those present in the pledge of allegiance. Administrator Scharville called the Roll, present were Chairman Naples, Vice-Chairman Lidle and Trustee Ungaro.

ADMINISTRATION

Lidle moved to approve the minutes dated October 10, 2012, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Fiscal Officer Granitto gave the Financial Report for October 2012 as follows:

Revenue - $127,903.49
Expenditures - $174,536.87

Mike Heher presented the Board with a check in the amount of $30,000 in accordance with
Poland Township’s contract with Republic (BFI).

PARK COMMITTEE

Mike Heher, Poland Township Park Advisory Board Chairman, provided the following update:

• The Park Board Meeting will be held next Tuesday, November 20, 2012.
• Working on the design for a handicapped walkway for the second pavilion.
• Still working on the ball fields.
• Working on getting water lines into the park.
• Still plan on building a hill for cross country and sled riding.

RECYCLING DEPARTMENT

Administrator Scharville announced the Annual Christmas Drop & Shop would be held this Saturday, November 17, 2012 at Mauthe Park in Struthers from 9:00 a.m. to 12:00 noon.

ZONING DEPARTMENT

Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for October 2012 (report on file).

Lidle moved to approve advertising in the Vindicator for the announcement of applications being accepted for the Zoning Commission and Zoning Appeal Boards, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion approved.

Administrator Scharville introduced RESOLUTION #12-26 – Nuisance Notice for the presence of overgrown vegetation, garbage, refuse, personal property, junk motor vehicle(s) and other debris on the following properties located in Poland Township:

Lidle moved to adopt Resolution #12-26 (resolution on file). Ungaro seconded
the Resolution and the roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.

ROAD DEPARTMENT

Road Superintendent, Tom Monus, reported that the Road Department is cold patching and getting the equipment ready for winter.

POLICE DEPARTMENT

Chief Goodin gave the Monthly Stats for October 2012 (report on file).

Lidle moved to accept the retirement of Patricia Bartos with regrets, effective December 1, 2012, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to hire Mary Bartos at the rate of $325.00 every two weeks for the cleaning of the Poland Township Administration Building, effective December 1, 2012, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

A brief discussion took place regarding the letter from Western Reserve Fire District requesting the elimination of the zoning permit fee for construction of the addition to the fire station on Youngstown-Poland Road.

Chairman Naples opened the meeting to the public at 5:30 p.m.

Phil Clacko, 6385 New Castle Road, requested a four way stop at the corner of Bedford Road and New Castle Road. The Trustees informed Mr. Clacko that the Township had requested that the required study be made by the Mahoning County Engineers Office. The Trustees will address this request to the Mahoning County Engineer at their annual meeting in January 2013.

Kim Boccia, 40 Green Meadow Acres Place, asked the Trustees for permission to ride along with the Poland Township Police in order to observe the procedures to deter speeding in the Township. The information will be used for her talk show on Armstrong Cable TV and Channel 21. The Trustees informed Ms. Boccia that she would be required to sign a hold-harmless release prior to the ride along. Lidle moved that upon execution of the hold-harmless release, Ms. Boccia would be allowed to ride with the Poland Township Police under the direction of Chief Goodin, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Andria Moore, 5229 Arrel Road, inquired about water testing and air quality at the landfill. Mike Heher, General Manager of Republic Services, stated that they have the EPA and the Mahoning County Board of Health frequently testing the water and air quality. Ms. Moore asked about the number of permits for drilling in their area and was informed that Republic Services is the only company currently holding a permit for drilling. The Board informed Ms. Moore that the Township has no authority over drilling—this is a state controlled function. The Board also stated that there would be an assembly of all emergency services ( police and fire departments and ambulance services) at the site of the landfill to formulate plans for any future emergencies.

Richard DeGenova, 8127 Cliffview, inquired as to when the Camella/Cliffview Storm Water Project would start. The Board informed Mr. DeGenova that the contractor advised the Board that the project would definitely start this week.

The following presented their views and concerns on fracking:

The Trustees expressed their concern and stated that they will do all that is possible, taking into consideration the fact that the state establishes the laws for all fracking in the state of Ohio.

Ungaro moved to refund the zoning permit fee in the amount of $3,595.00 back to the Western Reserve Fire District, seconded by Lidle. Voting yes – Ungaro, Lidle, Naples…motion carried.

Chairman Naples moved to adjourn to executive session at 6:20 p.m. to discuss legal matters, consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of one or more township employees, seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried. Present in executive session with the Trustees were Township Attorney, David Shepard, Administrator Scharville and Chief Goodin.

Chairman Naples moved to return to public session at 8:09 p.m., seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.

There being no further business, Naples moved to adjourn at 8:10 p.m., seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
