The Poland Township Board of Trustees held a regular meeting October 14th, 2020 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.
Mr. Ungaro calls the meeting to order.
Dr. Esarco leads the Pledge of Allegiance.
Mr. Scharville does roll call. Ungaro, Kempers and Wollet are present.
Mr. Ungaro motions to approve the minutes dated September 9, 2020 and September 22, 2020. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
TOWNSHIP RESOLUTIONS:
Mr. Ungaro motions to approve resolution #20-26: Covid Expenditures for Police. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve Resolution #20-27: Nuisance Notice:

Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
ADMINISTRATION:
Mr. Canter reports that next month the financial report will be presented.
Mr. Ungaro motions to approve gas rates with IGS Energy at $3.248 mcf for a 3-year period. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve the Township Administration building for the drop off site for Toys for Tots. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro announces that Mahoning County Board of Health will be having flu shots on Wednesday, October 28th, 2020 from 3:00 p.m. to 6:00 p.m. by appointment only.
Mr. Ungaro motions to approve payment for flu shots to the Mahoning County Board of Health for Township Employees. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro announces that Halloween hours will be Saturday, October 31st from 5:00 p.m. to 7:00 p.m.
PARK COMMITTEE:
Mr. Flicky gives Park report.
RECYCLING:
Mr. Scharville is present to give recycling report.
ZONING DEPARTMENT:
Mr. Robert Monus was present for this meeting.
Monthly report from September
- 2 new structures, valuation- $395,735; fees-$2,780
- 13 additional/ improvements, valuation-$114,064; fees-$844
- 4 misc. permits, issued for a total of -$20.00; 1-appeal, filed for a fee of - $275.; 20 violations for the month; total valuation for the month- $509,799; total fees collected-$3,919.
ROAD DEPARTMENT:
Mr. Tommy Monus was not present for this meeting.
Mr. Scharville presents monthly report.
POLICE DEPARTMENT:
Chief Goodin is present to give monthly report.
Mr. Ungaro motions to approve the leave of absence for Jessica Emanuel effective September 16, 2020. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Diorio was present to discuss road concerns for Jaric that comes off 224.
PUBLIC COMMENT:
David Escarco 3058 Algonquin Drive, speaks to the Board about a June 18th incident he was involved in on Bedford Road, where his girlfriend was attacked by a dog. He expressed his dismay on how the call was handled.
Troy Rhodes from Ohio Edison speaks to the Board providing an update regarding Ohio Edison locally and their operational crews.
Mr. Ungaro motions to enter executive session for reasons of personnel at 6:42p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to exit executive session at 7:15 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
