The Poland Township Board of Trustees held a regular meeting January 15, 2020 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.
Mr. Ungaro motions to open the meeting at 6:01 p.m. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro calls the meeting to order.
Coach Kim Grisdale leads the Pledge of Allegiance.
Mr. Scharville does roll call. Ungaro, Kempers and Wollet are present.
Mr. Ungaro motions to approve the minutes dated December 11, 2019 and January 2, 2020. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
TOWNSHIP RESOLUTIONS:
Mr. Ungaro motions to approve Resolution #20-05: Tax Advances. This resolution states that Poland Township Board of Trustees request advances of any and all moneys for Poland Township collected by the Mahoning County Auditor’s office for the following dates: February 21, 2020, February 28, 2020, March 6, 2020, March 13, 2020, March 20, 2020 and March 27, 2020. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve Resolution #20-06: Transfer from General Fund to Police Fund. This resolution states that Poland Township Board of Trustees, Mahoning County Ohio, authorizes the fiscal officer to transfer $40,000 from the general fund to the police fund for fiscal year 2019. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve Resolution #20-07: Transfer from General Fund to the Police Fund. This resolution states that Poland Township Board of Trustees, Mahoning County Ohio, authorizes the fiscal officer to transfer $36,000 from the general fund to the police fund for fiscal year 2019. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve Resolution #20-08: Transfer from General Fund to the Police Fund. This resolution states that Poland Township Board of Trustees, Mahoning County Ohio, authorizes the fiscal officer to transfer $150,000 from the general fund to the police fund for fiscal year 2020. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mrs. Lori Fox, President of the Poland Historical Society presents to the Board a request for a donation of $5,000 for the Little Red School House.
Mr. Ungaro motions to approve the donation of $5,000 to the Poland Historical Society. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
FINANCIAL REPORT:
Mr. Canter is present for the financial report.
- November 2019: Revenue-$85,002.61 Expenditure-$534,304.49
- December 2019: Revenue-$329,225.27 Expenditure-$975,065.20
Mr. Canter provided the last five years of a cash position analysis and informed the trustees the cash position over a five year period. It has decreased roughly 36%.
ADMINISTRATION:
Mr. Ungaro motions to approve the certification of Township roads to ODOT of 53.921 miles of Township roads. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro, Mrs. Wollet, and Mr. Kempers recognizes Coach Grisdale and the Poland Cross Country Girls and Boys Team with certificates.
PARK COMMITTEE:
Mr. Filicky is present to give report.
Lori Fox president of the local assembly of The National Slovak Society is present and will be donating $1,000 to the park fund.
RECYCLING:
Christmas trees are still being accepted.
ZONING DEPARTMENT:
Mr. Bob Monus is present to give monthly report from December.

Mr. Ungaro motions to approve Jim Burgham to a five-year appointment expiring in 2024 for Zoning Board of Appeals. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve Frank Mazzocca to the Zoning Board of Commission for a five-year appointment expiring in 2024. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve John Grahovac for one-year appointment expiring in 2020 as an alternate for the Zoning Board of Appeals. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
ROAD DEPARTMENT:
Mr. Tom Monus is present to give monthly report.
POLICE DEPARTMENT:
Chief Goodin is present to give monthly report.
PUBLIC COMMENT:
Robert Wroblewski 7376 Elmland Drive, askes the board for an update about cleaning out the storm sewers.
Patricia McQuillan 3005 Southwind, asks Paul Canter when the fiscal report will be available online, he explains after he closes the year, which should be around the end of February. She also asks Mr. Bob Monus for an explanation of zoning notice procedures and processes. Mr. Monus explains the steps that the notice goes through.
Dr. Dagati 3016 Southwind wants to send addresses to the township for the storm sewers that are believed to be plugged to have them checked.
The Board and Officer Jackson recognize Officer Mido’s retirement.
